Google Results Go Down Then Up

It is pretty clear that when you are at a steady postion you will move down a few spots before you move up. For example if you are in the 30th position you will most likely move to the 35th, 40th, or worse before you jump to the 20 something position. I have found this to be the case on Google with numerous blogs of mine.
